The registration was late January. The R18 ban on Dlsite was for the months the ASMR works would be up. I.e. Dec, Jan, Apr, May. By February R18 works would have been allowed again on DLSite until April.
He misread the terms and conditions. It states that if you want to sell R18 content at the event, you must note and request that you're going to be selling R18 content when you register. It's a fan event, how would they even have any control over official IP?
Which in turn, makes no sense that he stated he took a cursory look at artists and decided most of them didn't show up because they only wanted the right to sell derivatives. The price of a booth is $50 and $100. You really think they're paying that and not going?
Circle registration is not attendance. People who manage these events are usually pretty good at deciding how much space they need. The capacity is pretty much the only thing he got right, and since it's only one day, attendance is estimated at close to that.
