She's pretty much stacy-lite. Her PL is virtually the exact same character with the same preoccupations with owls and orcas, they just tacked on the civilization lore to fit with Council since Fauna was already nature. So she's pretty much just acting the same way that got her successful in the first place and she's not wrong.
