Because no vtuber does anything strictly in-character or even lean to their character at all, not even for lore. "No one cares about lore" is precisely why no one even bothers. I would argue not even on the JP side of things. I think the only one is Luna who insists upon doing the voice for her character, which is fucking awesome on her part.
Vtubers, as of right now, ARE just normal streamers using avatars who may or may not belong to a company. That's all. There's no difference between a hololive member reacting to something and a normal streamer doing it too. I blame the general uncaring attitude towards what is supposed to be their character. It also normalized the audience not being capable of giving a fuck about said character because the streamers themselves usually give absolutely no fucks about their character or to attempt to do anything related to storytelling in any meaningful way that isn't ironic or just a shitpost.
