Assuming two optimal hours per day, that is 14 hours a week, 56 per month. That is more or less one more year lower bound to reach the "average" strongest vtuber number of hours, assuming someone like Hotashi doesn't do a png just to fuck with the chuubas.
Now of course this doesn't mean hours = strength. If you play unoptimally playing more hours can make you weaker since you just repeat your mistakes over and over. A dedicated player will soon surpass a casual who plays for "fun" even when the former has x10 the hours. It's about what you do with your time.
The other factor is that tourneys are statistical. Anyone can win a particular match, a stronger player just has a higher probability of winning. If you have 2:1 chance of winning you are tacitly twice as strong as your opponent yet you will still lose one of three matches. The winner of a particular tournament is not necessarily the strongest player in the tournament, luck always plays a part.
By hours alone, Shimada has only 1/3 of defeating someone like Infernochim times in a final, and she needs to reach it first. Every hour she plays makes the gap shorter, and with that, her odds will increase dramatically.
With this consideration, Shimada will fill the conditions on being "stupidly strong" - becoming the strongest vtuber - at some point probability between four months and ten months if she keeps her current rhythm, trains optimally, and doesn't suffer any more injuries.
