It's speech to text -> text to speak. Zen speaks, which is why her previous Live2D model would show her lips moving well before the speech would come out. The first and most recent models don't do this tho.

Text To speech is to cover up their voice entirely, Zentraya is one of the guys that created Vshojo, i am almost certain.

live 2d and 3d is completely different software. A lot of 3d will do lip synch to your model so what they are doing is routing the sound of the text to speach directly into the sound input port of the 3d model software. It is not that complicated honestly
