That doesn't guarantee that if you have the window active, your view does count. There are many other reasons your view might not be counted. If you have the tab muted, if you have a different window on your operating system as the focus (for example, if you are scrolling 4chan in a separate window), if YouTube's AIs have flagged your account as a "spam" viewer, etc. And that's just on your end, that's not getting into different settings YouTube applies to different channels. Your account getting counted as a view on an 2view indie vtuber is no guarantee it get counted on a 4view corpo vtuber, or on a real person, or a person YouTube paid to be on the platform, and so on.
