Sister's moving with me soon, since it's gonna be just us two she wants to try becoming a vtuber, I want to surprise her by having everything ready, I'm already in talks with an artist, what software and devices would one need?
I'm guessing a really good camera, maybe kinect and a really good microphone, any brands?

Anyrhing with decent audio quality is okay. You certainly don't start with KU100, don't you. I don't really know about starter brands, though.
If you want to mod her, make sure to clear all the opsec too.

Don't really need a good camera, since you are only going to use it for tracking, unless your sister is doing shit like handcams; a normal webcam and good illumination will do the trick even with glasses

Vtuberstudio works with any smartphone camera and you can use OBS to record your computer screen. I think both are free to use.
What you need the most, specially as a vtuber, is a decent enough mic but really don't commit too much to anything she's really sure she's doing this for a long time.
