They could have done them up like the actual, tip of the spear, Recon Marines that went into iraq in 2003, since the HECU are Force Recon (see their shirts during the basic section in Opposing Force)
Or they could have gone a few years earlier and used the look from Operation Urban Warrior, the urban combat exercises that the marines did from 96-99~. I mean, that's where Valve got their inspiration for the HECU- Snow/Urban camo tops and bottoms with woodland vests and helms. Just look at this pic
Anyways, the most accurate mod you'll get to the time period is this woodland version with equipment
