Capcom is shitty enough to actually do something like that on purpose and some months later when pressured by their investors on why they didn't have a deal with Hololive they tried to squirm their way out of it by claiming that it was less expensive to make a deal with medium sized and smaller channels. With several channels over a million subs in size they had to go back on everything they did.
As for the nijis, despite them having deals with these companies, it's still illegal to modify your own consoles in Japan, so it's just a matter of someone wanting to hurt one of those channels and inciting a mob on social media.
I know that it's another can of worms, but I've noticed how at least Nui and Lulu are careful with licensed music on the games they play, so it's not like they can just get away with anything.
