It's kind of hard to find a balance.
Thing is, when the japs do it "the other way" they achieve quite a bit in terms of decisive action.
However that "quite a bit" netted them 2 nukes in the face and ever since then they've decided supreme caution, in every respect, and careful thinking is the order of the day. Look at their history before 1945, going all the way back to the sino-japanese war, it's japan unrestrained and too carefree.
