the reasoning is simple, for example:
Mori solo collabed with Rikka
Bae solo collabes with Roberu
Ollie wants to organize collab with the boys, she invites Mori and Bae since they're both on the "ok list"
Mumei didn't solo collab with any Stars
Kronii didn't solo collab with any Stars
until this system, no one would be inviting them to a group collab with stars as they didn't solo collab and as such, did not create an expectation/tolerance for such in their fanbase
this solution is perfectly reasonable and avoids all problems related to "surprise appearances" that rock unprepared fanbases
