Let me guess. You're only thinking about game collabs or cover song collabs.
If it's just that then there are plenty of vtubers doing that. Even Holo does that.
You have to think bigger. A 3D live for example.
If I'm wrong then I'm wrong but before Suisei, no Holo has invited a non-Holo vtuber to their bday / anniv 3D live.
Before Toko, no Nijis has invited a non-Niji to their solo live.
They don't have to break the barriers on their own. That's impossible. They just need make a dent on the barrier.
After Suisei invited Toko, Towa invited Leona. After that, Sora invited Kotone. The other Holos are following suit.
It's a small step but it can be a norm where vtubers invite a vtuber from a different company to their 3D live.
