Collabs don't do anything other than introduce the Audience of talent #A to talent #B (where #A is the bigger talent).
If talent #B appeals to audience #A, they will get some additional numbers e.g. Kobo --> Regis.
Niji girls and Holo girls used to collab all the time back in 2019.
What happened then? The audience went towards those who entertained them more, which was Hololive. Hence the shutdown of a lot of JP Niji collabs, to stop this audience leakage from niji --> holo.
This eventually equalizes with enough "pair" collabs such that the audience doesn't flow one way or another. Resulting in consistent pairings like TokoMachi, Shiina-Okayu etc.
