I think the pure basis for an outsider is the appeal of gap moe for her. You get your voice, but also an incredibly powerful singing voice that stands amongst the top in Hololive, and fills the niche of a lower octave singer. Her base design
(which is typically praised as one of the best in Hololive, at least /here/) is a "cool"/edgy character that fits her singing but also contrasts immensely with her cutesy/dorky and friendly personality with her very childish nature. She wonderfully plays as a bully bait when interacting with others, as seen in BLT, but can also dish out otherwise like in PEBOT or TsuneMOS. There may not be any stand out moments to you, but you yourself state that you don't watch her, so you wouldn't even receive a chance to see them.
I get why people don't like her, APEX, m*les, whatever, but there's definitely an inherent appeal that people would be pulled towards, and I possibly foolishly think you can understand it, even if you're not a fan.
