Fair use doctrine in the US includes for the purpose of criticism. He uploaded a 30 second clip from the entire VOD so any fair use analysis by a judge would be found in his favor as far as the amount and substatiality prong of the fair use test goes. The amount of the original he used was the smallest amount necessary.
For reference, Fair use in the US is an affirmative defense used when being accused of copyright infringement, but in Lenz v Universal, the Supreme Court affirmed it's a right enshrined in the constitution itself and needs to be considered before someone sues someone else for copyright infringement.
When determining if something is a fair use, a judge weighs the following factors of the fair use test
1) the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes;
2) the nature of the copyrighted work;
3) the amount and substantiality of the portion used in relation to the copyrighted work as a whole; and
4) the effect of the use upon the potential market for or value of the copyrighted work.
