You could do smaller English speaking gens by nationality, but tossing people from different cultural backgrounds into the same boat will always cause friction. In retrospect, it seems like 3-person EN gens grouped by second language were the way, reminiscent of the ID model. That'd allow for you to take secondary potshots at a variety of markets like Spanish, German, Chinese, Japanese, Korean, etc while still grouping them under a broader EN umbrella and facilitating cultural exchange (for content).
The more cavalier model of "just shit out 5 of the most fitting candidates and let god sort the rest out" seems to be a failed release strategy, akin to the disorganization of early Hololive JP prior to them seeming to refocus on gen unity and interpersonal dynamics.
