Subaru hasn't done any big unity projects like Miko did so I'd say she definitely falls behind. If we talk about "protagonist" I feel like it changes every other year. Sora in the beginning, Korone in 2020, Miko now etc.

Being the most powerful or best at something =/= being protagonist. Suisei has more protagonist energy than Gura. Hell even in EN Ame has more protagonist energy than Gura.

Suisei is a rival character
Sora is the OP god character that sets the bar for the protagonist and the world building, something akin to the 3rd Hokage(at least in the beginning) or Netero
