You pick an artist with their request open, send a description of what you want along with a request price.
Artist have recommended amounts on their page for art commission. You can offer more if your request is complicated or has multiple characters. It depends on what the artist is willing to draw for the price. Most request are at the recommended price as far as I know.
Once a request is sent the artist can accept it or ignore it until it expires. If it's accepted the funds will be reserved on a credit card and the artist will have until a deadline to deliver the art (1-2month). If the artist fails to deliver the art by the deadline you get a full refund.
That art that you get is what you get. So it's like art gacha, there's no communication allowed with the artist outside of the initial request and no communication allowed to request changes after the art delivery.
To register as an artist on Skeb you a Japanese bank account so it's supposed to be all Japanese art. In general the art on Skeb is cheaper then a more direct art commission.
