Do the ones they don't give a shit on actually cost them any money, though? As long as they aren't actively fucking things up, graduating them just means they'll never get back the money spent on models/rigging. If they can make a few bucks without any more investment, why not?

You're right, but the thing about keeping way too many vtubers around is, they will not be able to sell the image of 'one big family, everyone support each other' like Holo. NijiJP is like multiple smaller groups of vtubers rather than one big group, some support each other, while some compete and sabotage each other.
