Working within Hololive's restrictions is probably her best modus operandi because, even if she might be able to get away with more risque swimsuits, or tell more lewd jokes or whatever, it's the fact that she's somewhat restrained that gives her more charm. Like a woman in lingerie as opposed to being fully naked, it helps her appeal rather than hurt it. Besides, Marine isn't all about sex appeal or lewdness, it's just one aspect of her character. Plus, her upbeat personality and conversational skills let her shine in collabs, which she would have fewer options for in another company. It's clear from stuff like Sister Marine and various tag-team drawing streams that her chemistry with Hololive members is great, so why disrupt that?

I don't have an exact video timestamp but I want to say she was a big part of getting Hololive Summer back this year. Again I think this is good for her, working within and pushing the limits of Cover's guidelines.
