Why do people still do this?

Typically in hololive you get a 3D model after around 6 months and a second Live2D after a around a year. They reversed it for EN because 3D needs them to go to the studio in Japan.

This is why Gen 5 still doesn't have second outfits despite having 3D. Stop being retarded and actually look at what happens with others if you're going to make comparisons.

You don't need a fucking studio for 3d body tracking. It's a simple process of just making the model and then mailing her the very simple equipment. Anyone that has played VR chat with full body tracking knows how easy this is.
