I don't know what limited selection of other vtubers you watch to arrive at that warped perception, other than wishful thinking? I could only name like 2-3 who I would reasonably say have "Kiara as their oshi" (because they actually said so), and some others who have maybe mentioned Kiara positively, but I wouldn't classify that as "oshi".
From what I observed with the indies/smallcorpos I watch generally, if the topic of Hololive comes up at all, it's usually mostly just in the context of "what got you into vtubing?". No surprise that the most popular agency is the most inspiring one for newcomers and imitators. Sure, pretty much all smaller vtubers have only good things to say about Hololive, whether due to being a genuine fan, and/or because sucking up is just good business practice and avoids unnecessary drama. As for specific talents, most vtubers either just mention JP talents and how a meme-clip of theirs got them into the rabbit hole, or if they are EOP-Mythbabbies, the most namedropped talents are either Gura by sheer virtue of being the most mainstream popular one, or Mori, who especially music-oriented chubas most often cite as an inspiring role model (just in terms of her "hard work" and "music success" of course, which they aspire to, not really uh everything else she does and they don't really know/care about like /vt/ does).
Behind those two for obvious reasons, Kiara is mentioned about as rarely as Ina or Ame is, which is to say very little. That's not a knock on any of them, of course. Awareness of Kiara herself is a little bit higher if the chuuba herself has similar interests (for example idols, cosplay, or yeah if you're a german chuuba of course you'll have heard of Kiara).
Of course, one benefit that Kiara has compared to some of the other ones is that she's one of the more active and outgoing EN talents on social media. So if you shout her out, there's at least a higher than zero chance she might actually respond to you, which probably garners her some more interactions than if she didn't.
