>>34504410You reset until you get a spawn near water and some good starting resources, specifically wheat, horses, and/or iron. Any luxury resources beyond that is a bonus. Make 1-2 extra cities, roughly 12-16 tiles each away from your capital (you can go as low as 8 and as high as 20 depending on how many resources you have available near you); you want them close enough to defend early on, but far enough apart where they're not overlapping resources with a bordering city. Try to get enough production to bum rush some easy early game wonders to get that initial boost in culture, which will eventually snowball you later on in the game. If you're unlucky enough to spawn with an opposing nation also nearby and on water, try to force expand your oceanic borders out so that you don't get blocked off from early game exploration. Your tech advancements are kind of up to you, but unlocking naval exploration quickly is always a safe bet.
