Anime not being art is a very common belief, especially in art school and so forth.
That doesn't mean I don't like anime, far from it, but every time someone says they're an artist and you ask them what they draw (Realism, Abstract, Expressionism and so on) and they go ANIME it's just...no.
The music that Vtubers make? That's actual art. The animated videos that go with it? Not according to academia. It's complicated but at the same time, not really.
When is the last time you looked at anime and said 'Wow, that changed my life'?
