Maybe it's just the way she describes her issues with cover, but I always get the feeling she's incredibly passive and doesn't push back against this bullshit. Both of them grew up in the states. However, Coco started her career at the point she was still learning Japanese (check out her old videos) and IRyS at the point she was already forgetting English vocabulary (after several years in Japan). It's not that she would forget how to speak, but Japanese contains a lot of localized English words so if you don't use the original words for a long time they could be easily confused.

You are right that some of her latest songs weren't that bad. However, IRyS is just a singer and doesn't have almost any influence over the selection of the songs. AFAIK she can only give them suggestions during some fine-tuning and make some changes if they agree with her comments. So the quality and success of the songs mainly depend on the rest of the staff.

The JP crowd unironically loves her shitty japanese accent so she plays it up for the crowd. For fucks sake, she taught in Japanese schools, she can speak normally but for some reason, JP loves hearing foreigners speak japanese with an accent. I remember an english/japanese speaking actor in a Super Sentai series brought it up when he was explaining why his character spoke slightly accented/broken japanese when he was completely fluent.

Yeah I figured, which also makes it more apparent that Cover isn't really doing much to make the most out of her potential. At this point I'm just wondering if they themselves don't know what the fuck to do.

The project was created during the COVID-VTubing boom. Plenty of new companies emerged and many of them flopped later on. It's not surprising that the project Hope got greenlighted during this euphoria. Then it became just one of the failed business plans. It's very likely the project will end at a certain point which would allow IRyS to transfer to Hololive proper as AZKi did.
