He just used an AI generated image as the base, still had to cut it into pieces and rig it manually like usual. We're probably pretty far from AI doing the rigging for you.

There was a demo not long ago of some guy that was doing live2d from a flat png on demand. I can't find it now, but the rigging for that was entirely modeled. Mouth movement, lips, eyes, etc.
