Corporations won't do a thing as it might make line go up slightly less even for the slightest time even if long term it means line up faster.
After all think of the CEOs who won't be able to buy another gigayacht this year to have one bigger than the other CEOs if they decided to do that.
Of course they'll get the government to give them another tax break to make them feel better after that thought hurt their feelings.
Only way to get the upgrades is to force it via the government setting minimal benchmarks but that's government doing something beneficial to the people and not the corps thus will be attacked as COMMUNISM!!
