It's not about streaming, it's about making money streaming. Pretty much every country does it on some level. Japan definitely. Kiara got harassed by an American customs guy over it. It's almost certainly a big deal in Europe. I imagine you'd have to go to Africa or South America to not have to worry about it.

I know wealthy Chinks pay full price tuition upfront with zero loans for $50K+ annual tuitions. It gives the schools no reason to lower/stall rates. That, and govt initiated student loans that even bankruptcy won't absolve.
