It has been confirmed by Zeta that Hololive does not hire chat moderators. The only ones you see are either super-simps like Liger who do it for free or boyfriends who do it for sexual favors. If your oshi has a mod and he doesn't superchat frequently I have bad news for you.

All of them have moderator status in each others chats but they visibly don't really spend much time being active moderators, it's just a 'if they happen to be watching that stream and they notice a spammer/anti' thing rather than something to be relied upon.

Ollie's apparently moderated Zeta's, Kaela's and Kobo's chat in the past.
In all honesty, it seems as though Cover leaves chat moderation up to the talent but provide no help in moderation, so any exceptions like Kiara's (which I think were given mod status by her voluntarily).
