As for the male-collabing girls themselves, they probably don't have any deeper ideological motivation (if only because they aren't smart enough for any greater plans) than mostly just a base self-serving naive "I just wanna have fun and hang out with the guys, teehee, idk what all the fuss is about..." non-thinking. They either don't see that many fans are displeased, or they just don't care. And I guess some of the girls, like Mori etc., eventually develop an additional "heh, I'll do it extra to oWn ThE hAtErZ!!!" motivation to spite the negative reactions.
As for what the company Cover itself is thinking by bringing in males and greenlighting the constant collabs (and related, doing Vshojo collabs and now allowing NijiEN as well, because it all blends together in the general trend of "where the fuck is HoloEN actually heading?"), if we assume they are not just ideologically motivated (though in some instances like T-chans reddit postings the mask was already slipping a bit), we can assume they must have some business reasons behind it. Rightly or wrongly, they believe this is the correct path to take that will lead to more profits down the road. Maybe they think the original idol/cgdct model is reaching its ceiling (at least for the western market, in JP they mostly still stick to it), and that they need to "diversify" into Nijisanji-style intergender mixing to appeal to the wider normie-sphere.
As for the fans (at least the ones actively cheering this on), you only need to take a look at their social media profiles to get an idea where they're coming from and what are their ideological motivations behind it. If they're not just brainless normie tourists, many of the most active supporters of male collabs, mixing, and general "Nijisanjification" are various shades of liberal/lefty/sjw, with pronouns in their bio's and shit, and it's no mystery why they are cheering this on. First of all, they like Nijisanji more, which already caters to them, so by making Hololive more into Nijisanji they have destroyed what was previously different about it and now have basically two Nijisanji's to watch. But more importantly, it's just another avenue for general culture war. After infesting and degenerating other hobbies and media that were previously the refuge of men to enjoy, they are coming for the current escape valve, vtubing, and there's no greater prize to take down than the most popular agency. Men enjoying the entertainment of women who exclusively focus on serving them? Ugh, how regressive, we can't have that, don't you know it's [current year]? You dOn't oWn tHeM, you entitled incel chud, stop trying to control them! Yaas kween girlboss, we love your male collabs because it makes our enemy mad.
