Holo Councils are basically godly beings.

This. Ame would be the Season 1 protagonist, and Mumei would be the sequel protagonist who combines traits of the original with those from the other main characters to provide contrast.

You're delusional if you think Mumei isn't the villain.
I think Kiara could be a decent MC, but her voice is too annoying, so no.
Ames not a bad choice, but she's too helpful to be MC, she makes a better sidekick.

Gura has enough personality and motive to be a great MC. Plus shes the most popular, and has a very MC backstory and coming out of atlantis, and mostly forgetting everything.

Gura - MC
Ame - best friend and loyal sidekick
Kiara - powerful warrior

Nephelim don't have a devil side. Depending on the translation they might be half fallen but that's on their fathers, not on them. Even the most negative translations only depict them as extremely violent and not so much evil as opposed to the Hebrews, which may be good or bad depending on your point of view. Personally I think Irys'd be more of a hellraiser type girl, always on the lookout for a good fight or a party. Or maybe the cold blooded enforcer type.

It'd probably be Ame, just like those fan films, ame is probably the most relatable protagonist character to craft a story around that would include all these other myth's/council deities

An Ika Musume like story with gura can work as a gag show, again, similar to her commissioned anime, but as a something like Ame investigating a mystery girl of the week, culminating into the finale that has all the girls, would be the best way to do a show.
