The vast majority of the western vtuber community does not even make an attempt to be "idols" in the Japanese sense, even if they borrow some of the vtuber specific traditions from agencies that do or did at some point in the past (the format of debut streams, calling your artists/modelers and riggers "mother/father", etc).
A small number of people who frequent /vt/ and joined vtuber via hololive (either watching the JP talent, or with the rush after Myth), and basically latched on to the idol concept. The VAST majority of western vtuber fans came in via independant (at the time) streamers like Ironmouse, or via Hololive/Nijisanij and the subsequent explosion. Those people wouldn't really have a concept of "idols" the way a longtime fan of Hello! Project or AKB48 (etc), or even Holo/NijiJP would, and the newfag western vtuber fans and "streamer" fans outnumber the western idolfags by at least 10:1, which is why NijiEN never even tried, and HoloEN kinda only halfassed calling themselves "Idols".
