My bet is on Kanata, Pekora or Lamy. I could see the power going to their heads. No sexualization of the destruction. Pure maleficence. Choco would be very scary, because she is likely to roll over half of a town during a 22-hour sleep-a-thon.
Fan lore aside, I don't think Suisei or Haachama would be the scariest or most destructive unless they were provoked.
Horniest who doesn't act?
Getting the obvious out of the way with Marine: she wouldn't know what to do. She might tease everyone, but she's a huge M, and tiny people can't be her S. She would feel bad if she accidentally destroyed anything. She is the horniest that wouldn't act. Akirose or Okayu might be tied for this.
Horniest destroyer?
There are two sides to that: one who gets too horny to control themselves and causes destruction. The other outright gets off on destruction. I could see a LOT of chuubas fitting in one or the other category: Nene, Koyori, Noel, Risu, Ollie, Kiara, IRyS, Shion, Matsuri, Reine, and
