He has years of experience commissioning various mixers, artists, etc. for covers and he follows the Vocaloid/utaite scene closely. He's likely got a list of contacts he can commission for stuff and doesn't need to rely on management for help.
When someone asked him about the cost for a cover, I think he said it's like $1000~2000 (?) for a simple solo cover, including the mixing, art, video, etc. (I remember it was $200 for decent mixing, and like $500 for really good mixing, but I can't recall the total) I'm sure he spent quite a bit more than that for this one since it's got so many people plus animations, etc., but I doubt it was anything too absurd if he was willing to pay it all himself.
