Well HoloGra counts as one so they might think it's not necessary yet unless some studio offered or Pekora took initiative herself. Creating anime is more often a waste rather than profit.

There's no profit in it. Peko's probably not going to front that big of a cost by herself, and Cover already has HoloGra.
If it's just for advertising, it's much easier to get the talents on stuff like news programs and comedian shows than this.

You'd have to find a small studio with an official show with a completed story but no MC (or have some other important character missing), so that they can just shoehorn Pekora into it. Probably not happening.
Though there actually was an anime with a Pekora cameo: How not to Summon a Demon Lord...which promptly removed her due to reasons.
