And from the sound of it, Mori doesn't live in the megapolis itself but it one of adjacent smaller towns that are still counted as Tokyo since the city will eventually grow to consume them. While they technically are part of it, it might still take 2-3 hours to get into the central part of the city, not accounting for traffic.
