Gura's a veteran; I doubt she's afraid of the backlash. Rather, she wants to keep her fan base relatively intact, so she restricts herself for this. It's a pretty smart business move considering the saturation of the vtuber market and how hard it is to find new fans nowadays.
Using Mori as an example, she had elected to break away from fans she doesn't want and keep her viewerbase to a smaller, more loyal group In exchange, this gives her more freedom to do what she wants and pursue other things like her music contract. Time will tell if this was a wise decision in the long term, but slimming down her fanbase was either a choice, or a consequence of her business decisions.
This sort of thing happens in JP, too. Towa, for example, cultivated a low-gachi fanbase so she could do whatever she wants. Lamy, on the other hand, has much more gachis and thus have similar restrictions as Gura. In exchange for this, Lamy gets easier merchandising deals and monetization, whereas Towa's merchandise sales are generally lower. She also has to work harder to keep good relations with other Holos for fandom diffusion.
A lot of vtuber decisions makes more sense when you think of them as brands that the VAs have to maintain, and everything they do as a cost-benefit tradeoff.
