Truth is, most Holo girls have no intention of investing money back into vtubing if it does not directly translate to more guaranteed money. There are some one-off exceptions like various animated videos but, generally speaking, top holo talents are either saving money, buying houses or spending it on random luxury shit. The only REAL exception to this is Marine who spends ungodly amount of money for her MVs knowing that they'll never pay off since she's not pursuing a career as a singer. Maybe you could add few singers like Mori and Suisei because they're using the money to advance their careers but that's about it.
The worst "offenders" are obviously Gura and Peko because for the multiple millions they've earned over the years from merch and other sources, they gave back peanuts in comparison. It's their money and they obviously can do whatever they like with it, but the next time you wonder "why can't x buy y", just know that they can but choose not to.
