3D is guaranteed at 100k, and release is mostly based on when you got there first unless you're part of an event. The studio is first come first serve. Maimoto/Chaika/ those guys talked about it previously. Staff regularly help with events, and the obscure ones are the ones that don't usually come into the office very often or host events.
Indies can get a 3D model, but not for free, and a good model is definitely most expensive than a live2d. Not sure how the Western indie scene is currently doing, but another plus is being able to use Niji3D.
