It makes sense from a legal standpoint. Different regions probably have different licenses, permissions, regulations, etc.
Region locked content and the fact that so many games (older ones included) are Japan only and only work on Japanese consoles etc. is really annoying. At least emulation exists. I hate the false scarcity and urgency and FOMO that so many companies take part in, but they wouldn't do it if it didn't make money. I also can't believe that people still preorder games that aren't even done yet considering the last ten years or so.
Sorry for the rant.

If region locks didn't exist, every release would have to be the most censored/watered-down version that is acceptable to all regions. As long as there are ways for those who care to get around region locks, they are a good thing.
