Holos can (and do) already play with non-Holos offstream. Doesn't have to be cleared with management.
If anything, it's just a matter of personal reputation risk (for example, a GFE Holo being "caught" playing with males offstream).
Of course, the caveat to this is - they can't use their official Holo avatars, as those are company property and the company has final say about when, where and with whom they can be used (for example, any collabs with outsiders have to be cleared beforehand). But the solution is simple - just stream as your roommate lol. Many Holos did that already and it doesn't cause trouble (as long as you don't overly connect it to your Holo persona).
So if he wanted to play Zomboid or whatever with non-Holos, he could just do it either offstream, or stream on an alternate non-Holo account. If he really was a pissy faggot about "b-but I WAAANT to play with my non-Holo buddies on an official Holo stream waaaah!!!" and management slapped him down over it that he caught a two week suspension, then he's more retarded than the people who become anime avatar streamers in the first place usually are.
