Manpower would improve on things like "not being an absolute bugged out piece of shit on launch," or "having enough people to work so that other people can learn to make assets load in better so that it isn't running at 15 FPS while using bare-bones assets," but it wouldn't help in other areas like "design ethos of the game being stripped down to be easier to play" and stuff like that.
It would be a boon for technical shit, but wouldn't change stuff like the overall direction the game is going. But I feel like it would be liked more if, say, the design that they're going for in their art was actually reflected well in their game's graphical aesthetic, which could be done with more manpower (assuming they used that manpower to give themselves a chance to train up some while others worked, and rotated them to get that training into the whole company.)
