JP's audience has progressively grown over time, from the point where their most-subbed channels had less than 500k subs to the point where the top jp talents regularly pull 30k viewers on stream.
In contrast, EN started off strong because it capitalized on an untapped audience, but over time its viewership and growth has DECLINED instead of inclined. Case and point, almost all of HoloX has long surpassed Council in subs and in concurrent viewership. EN's audience is declining, which tells Cover that the next gen will do even worse than council, whose already underperforming their expectations. Investing more in promoting them looks like a bad investment compared to promoting the jp branch, because one is on an upward trend and the other is on a downward trend. Invest in success; divest from failure.
The question of WHY EN isn't growing the same way as jp is a fair question, but the simple answer is just because of widespread, systemic failures in EN's management apparatus, and unfortunately for a small company like cover woefully unprepared for the practical issues of overseas expansion, fixing those issues is more costly than the EN branch is worth.
