When Gen 2 came out, a lot of previous rules meant to preserve seiso behavior were gradually waved away as Cover briefly stopped giving a shit. Matsuri talked about this a bit, with how they weren't allowed to discuss much in the way of profanity or lewd shit, or even so much as over-react in a way that might be seen as unfeminine.
With Gen 2, Cover seemed to take their hands off the wheel and orient their stuff with a more "casual streamer" style. It's probably part of why Gamers exists and came about in this period being branded as Gamers- a far more casual thing than an idol group generation.
Somewhere between Gamers and Gen 3, Cover decided to double back onto the idol brand, albeit in a different way. The girls can scream and be themselves, with certain restrictions and controls, obviously. In general, Cover took a more nuanced role in their guiding of their talents, which takes a lot more effort rather than heavy-handed or completely hands off the wheel, so around Gen 3 is probably when Cover started to really build themselves with Hololive as their main "thing". Subaru has a clip talking about this, as well.
Gen 2 and Gamers are really the only two gens in Hololive who began and spent a lot of time as "non-idols".
It also shows in that they're the girls that are least likely to do GFE. No, ASMR doesn't count. It's also the last generation where they hired a minor.
