Missing quality options on my videos

I'm very angry that my videos support only few qualities, 144p, 360p, 1080p/. I didn't find the solution for this problem, maybe you, 4chan will help. Btw I live in russia, sorry if my english was bad

Maybe your codec is kinda weird? I export with Premiere Pro with their YouTube preset and I get all options for quality
