Otome literally refers to a virgin young woman. I can understand the confusion because of "otome games" being called such, but otome games are named for the target audience, not the content.
As for virgin killer, the name comes from it being an "outfit that kills virgins", i.e. it makes you want to have sex.
That being said, it seems like that outfit and style has evolved into what the other guy said before, Ryousangata.
/cgl/ doesn't really like ryousangata/jirai kei, mainly because they consider them "mainstream fashion", so I don't know much about it compared to other J-fashion.
