A number of reasons all combine to hurt them, but they mostly fall into two categories: failing to recreate holoJP and capture what makes it special (this includes everything from tempiss spam, being entitled cunts etc, to the simple fact that they don't live close enough together to form real friend groups), and normalfag bandwagoners moving on now that the trend has passed.

Lazy, burnt out, entitled, genuinely sick, bored, demoralised, depressed, unmotivated. Some combination of these, we can only guess.

Continued decline until the western chuuba market reaches its new balance and plateaus, and possibly a realignment of the balance of power between the existing corpos to become more multi-polar instead of hololive just dominating.

Because they don't have any direction as a group at all. Myth was constructed with strong individuals, each different from other. Their "unity" didn't survive that.
Council is better in that case, but they not that as strong individuals.
And then you have Tempus, which is in this akward spot of being kinda pushed both inside and outside of holoen. Tempus also put HoloEN into weird position between being like NijiEN and being like HoloJP.
