Talents get some level of autonomy to make music/outfits IF they're successful (and even then it has to stay on-brand, god forbid you try to put a no-no swear word in a song). If they aren't successful they are graduated and replaced and do not have any rights to content they made as the character, it all stays with Cover. This isn't a rrat, it's the obvious reality of how that kind of system works.
