The problem is being bad at adapting. Something you did turns out to be stupid? Stop doing it. Are the gens debuting too slowly? Debut them faster. Is your plan crashing and failing? Change the plan.
The two corpos I watch the most have tried to force a bunch of menhera deranged girls be unityfags on Minecraft, sell coffee to NEETs, tardwrangle kino, debut complete first-timer amateurs who streamed in fucking HEBREW in a country where 3/4 of people also speak English, and likely a whole host of other retarded shit I didn’t even know.
The difference is that they saw their retardation, realized they did something stupid, and went back to the drawing board to think about why it might have gone wrong and what they should try instead. Hell, even Nijisanji decided to slow down on the debuts after Iluna (and let’s be real, XSoleil isn’t nearly as bad).
For some reason, Cover either has a mental block or a structural flaw that keeps them from admitting “Wow, we fucked up. Let’s try to fix this.” The closest they’ve gone is to stop doing male collabs, but that wasn’t the core issue. The issue is stagnation and not enough girls to make up for when people get burned out.
