Because if they laid it out in clear terms they'd leave themselves open to having their girls actually be judged on those very same criteria vs other girls and realize that oops their girls actually fall short of their own "quality" metrics.
So it's either kept purposefully vague and subjective (i.e. "quality" is just a pseudo-authoritative dressed up thought-terminating cliche for "w-well, I ~like~ these girls more than the others, so that must mean they have ~higher quality~, after all I am a discerning person who wouldn't like ~low quality~ things, would I?"), or if all else fails, they default to their last resort, the argumentum ad populum, i.e. the big noombahs argument (because big noombahs is, for now at least, all that they have over others. It's certainly not streams lol). So when pressed to prove what the actual "quality" of HoloEN girls is supposed to be, they just wave in the direction of their high subcounts and ccv, as if that actually answers the question. It's a tautology, really. Why are the HoloEN girls so high-quality, or what is their quality exactly? "w-well, they have the highest subcounts, therefore...". The assumption you're supposed to buy here is that popularity equals quality, or is somehow proportional to it. Yeah, that's totally how the real world works, everybody knows the most popular things are always the highest quality ones lol.
